Yes the callout in red.

It looks similar to a weld symbol but that makes no sense in this instance.

Maybe it's the contrast on my monitor, but I can hardly make it out. I'd almost guess chamfer based on what I can see. Someone more familiar with ISO/DIN std's may do better.

I'm pretty sure I've seen similar before but can't recall the details.

but what does it specify? rounds? chamfer, burrs?

It specifies that a raised edge of up to .1 is allowable.

The plus figure is a permissible burr and the minus figure is a permissible rolled edge as you typically get with stamped/ blanked parts.

Since it is on the vertical portion of the corner then the permitted raised edge may extend 0.1 past the horizontal part boundary... there should be no extension past the vertically shown boundary.

If the spec was in the corner of the symbol the permissable burr direction woud be unspecified.

In your case (marked in red)= outside corner burr up to 0.1
The upper -0.1/-0.3 calls for no burr from 0.1 to 0.3. Removal (metal) is your choice.
