wind loads and counteracting forces

I was wondering if someone was able to tell me if I needed to include a safety factor when designing for deadload that is to counteract uplift forces, determined by ASCE7-05? If so, which section of the IBC or ASCE 7-05 do I reference for this information?

Just use the appropriate load combinations. The case you are worried about is accounted for in the 0.6DL +- Wind, or 0.9DL +- 1.6Wind.
 
so you are saying, i set those equations =0, then the DL = 1.67*W (ASD), or DL = 1.78 W (LRFD)?
 
No, just make sure that when you use those combinations the structure is stable.
