Who are the experts at predicting, coordinating and conducting explosive ordinance disposal in the United States?

The experts in the disposal of explosive ordnance is the military (ARMY, NAVY, AIR FORCE and MARINES), with the HQ at Indianhead Naval Station in Maryland. The Indianhead facility is a multi-service school providing education and training to all US services. The individual military bases or commands will out source disposal contracts to get rid on old or defective ordnance.

There are a few other agencies that provide education, but the military is the recognized experts in the field.
 
Most of the work these days is contracted to the civilian sector. A lot of companies do ordnance disposal. The military is involved for the most part as managers, with contractors doing the actual disposal. As an example, the Aleut tribe in Alaska has a mobile system. They can load their equipment into a cargo plane and go anywhere in the world. The civilian contractors are replacing the military for the actual disposal work. In fact all of the chemical weapons are disposed of by civilian contractors. The Army is involved only at the higher levels.
