Most of the SCADA stuff that I have seen runs on an MS platform any way, so VB would be in that list as well.
Intellutions package has dll's and ocx's that can be easily integrated and used by VB to create many useful applications.

I know that Visual Basic is used in the front-end design of most applications I have seen in the industry. Especially for HMI, MMI applications. Most large vendors (ABB, Rockwell Software, OSI PI, etc.) provide ActiveX controls that are most easily used in VB. Database programming is also much easier done in VB than C++.
It's a little late (just found this forum)... You might want to look at Borland's Delphi... it's an object Pascal language... fairly simple to start with and nearly as powerful as C++.
