Water jet flow into a shallow basin

I am looking to discharge water into a large, water filled 4' deep basin at approximately 2' below the water surface from a series of holes cut into the side of a large pipe submerged within the basin. Is there a method to calculate the amount of turbulence that might be expected adjacent to the pipe within the basin? What impact would the angle of discharge have?
