Refering to the Uniform Building Code (1997), Table 23-IV-J-1 (pg. 2-307), what do the values in the table represent? For example, for joist size 2x6, spacing of 12 in, Modulus of Elasticity of 1.4 e6, what does "10-3" represent?

I searched some lumber manufacturer's websites and I found the answer to my own question. The answer is: "10-3" represents the maximum allowable span (feet-inches).
