A park with playgrounds (football, soccer, etc..) is being developed adjacent to the street I am designing. An intersection exists 1/4 mile ahead of the entrance to the park.. I am leaning towards a warrant study but my question is the traffic counts is for existing traffic and how would one project the future traffic? I am unable to obatin any design criteria from the people building the park.

That doesn't seem to compute to me. How could they get planning commission approval for the park without such information?

I agree with IR. You should be able to find a growth factor. Is there a local/county planning commission that can provide some general information? Do you know anyone who has done a project in that area? Or you could try your state DOT. They should have a factor that they would use for projects in that area. Keep in mind that GF's can very subjective.

I don't know if the AASHTO Green Book has any guidance on the subject. In bridge design AASHTO says assume a 3% GF for fatigue design if one isn't available.
 
Will GF be sufficient? I am concerned if there is an event at the park.
 
If there's an event at the park that would draw a large crowd, I assume that there would be traffic control agents.
