Torque Control in bolt tightening

Looking for an inexpensive reusable mechanical device (i.e. DTI) to establish bolt tension.

Application: Setting conveyor belt tensioner bolts to install and monitor belt sag.

Calibrate a torque wrench against a DTI or Skidmore-
Wilhelm device. Then use the torque value to represent tension.

I was also looking for a source or use of calibrated spring or bevel washers. Any ideas?
