My client is requiring the material for the pressure vessel that we are fabricating not to be from third world countries. My question is, what is considered to be a third world country?

The right answer to make the costumer give you a list of "approved countries of origin".

Put the problem of definition with the client, where it rightly belongs.

A question properly stated is a problem half solved.

DFAS 252.225-7014 gives a list of qualifying countries when there is a requirement for domestic origin of materials (applies to US).
Hope this doesn't complicate things.
 
Notice that first, English and Chinese versions of Wiki have different maps and second, even though neither map shows China to be still a 3rd word country, the leadership still claims 'we always belong to the Third Word' and further more, in the news, 'U.S. Downgraded to Third World Nation', haha.


An list of approved countries of origin makes more sense.

Some designations (US)you may find interesting.

Designated country” means any of the following countries:

(1) A World Trade Organization Government Procurement Agreement country (Aruba, Austria, Belgium, Bulgaria, Canada, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea (Republic of), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan (known in the World Trade Organization as “the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei))”, or United Kingdom);

(2) A Free Trade Agreement country (Australia, Bahrain, Canada, Chile, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Morocco, Nicaragua, Oman, Peru, or Singapore);
