Steel Beam Connection to Multi-Wythe Block Wall

I am connecting a lightly loaded steel beam to an existing multi-wythe load-bearing block wall. The wall consists of 4" block and 8" acoustic block separated by a 2" gap. The beam connection is a steel plate at each side of the wall with bolt-through (snug tight) designed to transfer shear only (and a small moment due to eccentricity). The existing block is hollow, I have specified that the block be filled locally, 2-course wide and high at plate location.

How would the contractor go about to ensure that the gap between the wythes is filled locally over that area or at the very least at the bolt-through locations? I have designed the connection for the condition that the gap is not filled, but would prefer that it be filled. So how can it be done?

I'm not sure how you'd go about getting the gap filled. I'd forgo the through bolts and use something like the Hilti HY20 system that is suited for hollow masonry.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
Agreed regarding Hit-HY 20. Also, can you not utilize C-Channels vs. steel plates? Will give you some more strength simply due to flanges.
