Any way to dimension an element and have the text slanted 15 degrees like the rest of the normal text? I am currently using the italics font (which is undesirable) or placing text manually (which is cumbersome).

I don't think you can do it the way you want to. Setting the dimensions font to an italic font shouldn't be a bad thing. Why is that undesirable?
 
You can make your own fonts and save them to a new font library, if you wish. You can refer to your manuals/ help files on how to create fonts and font libraries.
The process is so tedious and the rewards are so meaningless that I have not seen anyone going through this route though. But if you have reasons, there is a way.
 
The reason italics is undesirable is that it doesn't match the rest of the font styles on the plans. We are using a leroy type font and italics doesn't match well.

I was hoping that I had overlooked something and slanting dimension would be as easy as changing a setting somewhere (as it should be) but I am seeing now that this is probably not the case.
