I am working on a set of house plans and my client wants a portion of the basement to have a concrete ceiling. Above the concrete ceiling would be a mudroom with a half bath. The dimensions of the of room are 10' x 14'.

Are there any design manuals or references that explain how to design the steel beams and the galvanized metal deck?

Sounds like you need to hire a structural engineer.
 
If it is a concrete floor, you don't need steel beams and metal deck. But yes, you need a structural engineer.
 
Just stick with wood framing and frame that area with 7.25" or 9.5" LVL. Then waterproof the plywood and put concrete topping.
 
You could either form up the floor and design as reinforced concrete or clear span it with composite metal deck - most likely temporarily shored.
Vulcraft should have some design tools for you.

 
Also, the OP's question isn't fully clear, a concrete ceiling was indicated but then asks about form deck and concrete topping. So does the client want a concrete floor, or do they want exposed concrete ceiling? If the latter, i.e. ceiling, then the only way to have that is to form and pour and then remove the forms.
