Skinner valves and leak testers

Is a Parker 7000 series skinner valve (71215sn2vn00) an acceptable valve for leak testing air at 4 psig? I have problems that point to the valve indicating leakage. We change/clean it with only marginal success. I'm thinking that I might need a valve with a more positve closing pressure. Any suggestions/comments?
