You can't buy SBEDS. It's a proprietary "program" written in VBA/Excel for the US Army Corps of Engineers. It's been a while since I've looked at it, but to get a license we had to prove to the Army that we had a contract that necessitated its use. There's FOR OFFICIAL USE ONLY info in there and they have to make sure your systems have been properly vetted for security. It's not a security classification, per se, but they do have special requirements for use, transmitting, etc.

For commercially available software, you might look at Extreme Loading for Structures

Last time i used Sbeds excel file i was required to use excel 2013 i think... it wouldn't even open with a more recent version of excel. Basically, they have control over those spreadsheets in ways i haven't seen before. it is difficult to get access and PhamEng mentioned.

I wrote some VBA software for personal use a couple years ago and gave it the really geeky name "BLASDOF". It uses a nonlinear SDOF dynamic analysis routine based on the publicly available UFC blast documents and ASCE's Design of Blast-Resistant Buildings in Petrochemical Facilities guide. My programming skills are pretty basic but I found the learning process was much more valuable in the end than the actual final product. If anyone wanted to try writing their own blast software, I'd be happy to help out with V&V, bouncing ideas off or whatever else.
