Retrofitting AC pipe

Has anyone had experience with modifying asbestos-cement pipe? Specifically, I'm looking for a way to cut into a 10" AC line (non-potable water) and install a new flanged flowmeter, isolating one side with existing valves and the other with a water stop. I've seen AC pipe removed and replaced, but that is not an option here.

I'm not sure if I fully understand the problem.

Are you saying you cannot scour the line and you need to cut into it while it is full?

If you are simply after a suitable flanged adaptor for AC pipe, try Baker or Straub. They have clamp on flanged fittings for most types of pipe.
