Residential Gas pipe service size - New York City

I have a client that wants to add an outdoor fireplace and BBQ Grill on a 4th floor balcony.

There is an existing 1" gas riser with a 3/4" tee off for the condo.

To add a fire place ad BBQ grill (plus the existing range) will require a 1" gas line.

Is it allowed to install a 1" pipe increaser, leaving the 1"-3/4" riser tee to avoid modifying the existing riser?

Or does the existing tee have to be replaced with a 1"x1" tee?

Please keep in mind tat this is a single meter service. There are NO sub-meters.

Sorry, but I don't know NYC.
Fire Marshall Dept might have some advice.
I have to ask. Are there not bottled LPG gas options?

I also do not know NYC, but I would be highly surprised if a fire place and/or grill would be allowed in a residential occupancy on a balcony, where there is occupancy above, unless there is some type of sprinklers in the structure above.

In all the residential occupancies I have dealt with - this is not allowed.
