Quality Specification Level (QSL) API6D valves 1

Hi All
As per project requirement ball valve design shall be API6D.So order placed based on API6D(QSL 1 level). Now client required QSL3 without any change order. Plz anyone clarify how to select each level. As my understanding QSL1 is the default as per API6D.So Vendor is offering the same. But due to the client requirement costs are higher now. When i checked standard each level have different requirement but not define how to select each level(mention all level are as per purchaser requirement).Plz provide me a solution for the same.

This is a business question, not a technical one. Technical inquiries may sometimes have incomplete technical descriptions, failing to exact and in detail describe a product. The exact needed inspection or quality level is often missing. It is no excuse for the inquirer that a higher level or certain certificate is the level they 'normally' use, if this level is not mentioned or referred to otherwise in the inquiry.

From the juridical side you have a strong case.

If you have won the order by price it is quite another thing if it wise or possible to seek a compensation.
