Got a question to clarify when PWHT is required. B3.3 requires pwht for material over .750", so can a PQR per ASME sect IX have been done on a plate 1.5" thk. Without pwht and can a WPS use this PQR for a max thk of 8" without PWHT.

If a section in the code requires a post weld heat treat for a cross-area thicker than 0.75 .... Why are you asking if no PWHT is required for a section not only greater than 0.75, but greater than 1.50 AND greater than 8.00 ??

That a previous PQR was done does mean it was done correctly.

Yes, it is routinely done for ASME Section IX qualification of carbon steel base materials w/o PWHT.
 
Yes, as per metengr. The governing thickness for carbon steel is often the deposited weld thickness - not the base metal thickness.
