PQM II Meter wiring with open delta connection

I have ACB Rotation. I am worried about my polarity of the open delta VT's regarding the pqm II meter as well as it feeding into my power factor regulator. My power factor is taking huge swings according to the meter but I don't think I have them wired correctly.

I have some questions about how I need to wire the meter. And I am curious about what phasor angles I should see on the meter.

I am needing to wire the meter as shown on page 2-9 of the PQM II manual. It's the 3 wire delta / 2 VT set up.

Attached the section of the schematic with which the meter will be wired.

The PQM II meter takes the place of the PFM (power factor meter) and the WHDM (watt hour demand meter) located on the print.

I currently have the meter wired as follows:

VM 6 in port 1
VM 7 in ports 2, 4
VM 11 in port 3

VM 8 in port 9
VM 10 in port 11
VM 2 in port 12
VM 3 in port 14
VM 9 in port 15
VM 10 in port 17

Possibly unrelated, but we had a lot of problems using a PQM II with an earthed Yellow phase voltage (of an RYB group) instead of an earthed star point. IIRC it cost us an interposing transformer to sort the problem out.
