What standard defines that a power switch should break the hot wire and not the neutral wire?

In the ANSI world, NEC (NFPA 70).

However, no electrical engineer worth the salt would need a standard or a law to decide this. Standards and codes are intended for harmonization and minimum safety, not for every engineering decisions.

I found it; 2008 NEC 70 Sections 380-2, and 230-42, and 100-A.
