Partially Enclosed vs Enclosed - ASCE 7-16 1

For those who are experienced in building design and specifically pre-engineered metal building (PEMB) design such as a warehouse. Have you ever calculated your building classification to be partially enclosed and contractor / specialty designer came back and said “enclosed” is the standard, it is too conservative to design for partially enclosed? - additional info: building is about 160 ft long by 120 ft wide with gable roof with mean roof height of 27 ft. In addition, the building is designed so it will ventilate air through in the summer months with roll up doors on south side and operable windows on the North side.

Doesn't the code dictate those terms over the contractor/engineer? 7-16, 26.2 has the definitions.
