I would appreciate a reference or a spreadsheet to calculate the forces on a partial stiffener ring that is used to reinforce a vertical vessel at the tailing lug location. Moss 3rd addition seems to leave me with more questions than answers. Thank you

This site give you some general information on the use of a reinforcement in the form of a doubler plate.
I think you will be surprised by the information.

"Pressure Vessel and Stack Repair" by Keith Escoe

UMR,
A partial stiffening ring does not seem to be an answer to your problem. The best solution is to use tailing beam (2 point) as shown in "Base ring stiffening Configuration", page 406 of ‘Pressure Vessel Design Manual’ by Dennis R. Moss (3rd Edition).
The stress analysis of base ring with a stiffening beam can be done using the equations provided in Table 9.2 (formulas for Circular rings), reference numbers 15 & 1 of “Roark's Formulas for Stress & Strain”(7th Edition). Reference no. 15 corresponds to weight of the vessel supported at the tailing lug which is uniformly distributed around the ring (=T/(PI*D)) and the reference number-1 corresponds to the reaction in the stiffening beam. (Note that this reaction is not equal to 0.5T as indicated in Moss).
