Non-combustible flooring

I have a client that is proposing to build a garage with a wood floor system. The county is requiring that the flooring be non-combustible. The contractor would like to meet that requirement by using 1/2" cement board on top of 1-1/8" T&G plywood (the framing beneath is more than adequate). He also mentioned the possibility of spraying some kind of fireproof coating over the cement board. I'm not that familiar with cement board... my main familiarity with it is that I've seen it as underlayment for tile floors. Does anyone have experience with this type of application for garages? Or where I can find fire-ratings for this type of material. Any suggestions would be most appreciated!

On a stage project that an associate was working on they were given the option of "Cem-steel" or "LP Flame Block" as non-combustible structural sheathing rather than using a wood product. You may consider one of these or other similar products.
 
I've always used 3" of concrete of=ver the 1.125" ply. Gets 1 hour rating. Just have to beef up the support system for the floor.
