Can anyone please explain the meaning of s"@ML and s"@MH? Both give readings in dNm but I'm at a loss to exactly what they mean.

I believe S" is the viscous or loss torque (modulus), while S' is the elastic torque (modulus). The ratio S"/S' gives the tangent delta.
ASTM D6204 gives more info on these terms.
