microstation RASTER PROBLEM VBA

The problem we have is:

we want to program to place a raster image using VBA?

We have a new drawing (.dgn) that has a reference sheet attached to it. We have the co-ordinates of the reference sheet (say, 00, and (800,500), what we wish to do is place a raster image to these points using VBA. The idea is to do this in bulk rather than opening up a drawing and attaching the raster. Is there anyway to attach a reference sheet into the dgn using the programming side of Microstation.
