How can i do a load test on a universal motor?

(N=18000[rpm] , V=220[volt] , P=1000[watt])

Apply a load to the motor and measure what ever it is you want to know. Your question is quite ambiguous. Be more explicit in your questions to get better answers.

Suggestion: Try some electromagnetic arrangements such as electromagnetic brake, electric dynamometer, etc.
