Hi,

We are planning to do IPF review on our cogeneration project. But I'm just skeptical on the usefulness of the review? Anyone got something to share

I haven't heard of the term IPF. I guess it is akin to Hazop or shutdown review? If yes, then it is useful - definitely.

IPF : Instrumented Protective Function, more towards risk assessment for instrumentation control/safeguarding system.

What you've described, as Ashereng noted, is what is commonly referred to as a HAZOP. Yes, it is not only useful, it would be negligent not to do so. You'll need to go through all of the what-if's and permutations of what could possibly go wrong to make sure that regardless of what upset condition is imposed on the system, there are mechanism's & safe guards in place to prevent a catstrophe.
