In-situ machining of heat exchanger pass partition

I am searching for a machine which can do onsite machining of round flange faces as well as pass partition slots of heat exchangers. Are there any such machines available which can do both the jobs?

Onsite refacing of flanges is quite common and the equipment can be readily rented. However, these do require access to the interior of the flange which would not be the case if the pass partition were installed.

Is there a reason the channel cannot be taken to a location with fixed equipment to machine that surface? A picture might yield positive results as well.
 
Most on-site machining companies will use an OD or ID mount rotary lathe to machine for the flange face/sealing area and then a portable mill to take care of the pass-partition plate. Common practice in most refineries. It would be possible to handle both with an OD mount lathe, but the interrupted cut along the partition would kill any accuracy. Contact someone local about how they would approach the situation.
 
I would consider subcontracting this work as a service.

There are too many unknowns here, and I would want the services of an experienced team.
