Im in a bind - I dont have any specifications for a hypochlorite type water treatment system for a small subdivision. Can anyone help?

Bad news, you probably won't find any either. The water authority will prescribe the disinfection requirements and residual chlorine levels. You HAVE to hire an engineer to design a system for you. It's the law!

Assuming you mean liquid hypochlorite, I would contact Odyssey, manufacturer of the bleach. They can direct you to a fabricator to design and specify the pumps and storage facility. Contact your State agemcy regarding permit criteria.
 
I am the engineer. All of my specs deal with gas chlorine systems - not the liquid types. I need some to finish up a job and none of my associates here have any. thanks.
