How to determine the best plant-location combination with the available wastewater parameters?

Hi. I have been answering basic wastewater problems and I'm kind of stuck with one question. Here's the question:

There are 4 options: (1) Plant A-River A, (2) Plant A-River B, (3) Plant B-River A, (4) Plant B-River B.
All the four options were studied and the following factors for each are known:
Kd = deoxygenation rate constant
Kr = reaeration rate constant
Tc = travel time of waste water discharge
D = oxygen deficit
DO = actual concentration of dissolved oxygen


I am very confused with what I must calculate here. Am I suppose to get the change in oxygen deficit using the formula

If so, comparing the values, the option with the lowest change in oxygen deficit is the best combination right?

My apologies if I'm not making any sense. I have little background in this field.

First thing that you would do is to check the 303d list, not make this calculation. Clean Water Act Section 303(d): Impaired Waters and Total Maximum Daily Loads (TMDLs) EPA's 303(d) Program assists states, territories and authorized tribes in submitting lists of impaired waters and developing TMDLs. That list would show if the stream that you are proposing to discharge into is impaired. That is what will drive the permit conditions.

This equation shows the impact of your discharge on a stream. What this equation is doing is developing the “oxygen sag curve” or the “Streeter-Phelps oxygen sag curve”. The place of greatest environmental concern is the DO minimum.
