Help me in accessing linux shell using telnet

I have installed redhat linux 7.2. I tried to access the linux workstation using the telnet program that comes with windows. But after a long time a message "connection to 192.168.0.200 could not be established" appears. How can i solve the problem. I have installed every thing that comes with linux.

I have had trouble in the past with Telnet and Linux if I'm behind a firewall...could this be part of the issue?
