Engineering property of Rock mass

Rock type of our site is TUFF and Andersite ...
But It is partially highlyh to completely weathered.
We thought that engineering behaviour will dominated by these weathered parts..
We did pressuremeter test on fresh zone.,.
We tryed to conduct it on weathered zone..but it is failed.

Is there anybody who knows about coefficient to decrese it's value ?

Help me...

Chunil -- What is it you are trying to do? What are you building/excavating? What rock mass propertiess do you need? I think you are discovering that you are in that never-never shadow land between rock and soil, where neither rules do well.
 
Rock mass properties what i need are Young's modulus and Strength parameters( c, phi).

We are trying to install anchroage for suspension bridge.

Is anchorage in tension or compression? Have you drill out to define weatherng depth?
