Does the mass of a cladding panel affect wind load on it? where does the code, for example, Ontario building code, say about this?

Not generally. A sheet of plywood will see the same wind load as the same size sheet of steel.

Can't speak to the Canadian codes, but US codes don't consider that. If the entire building is flexible the overall wind load on the structural becomes partially a function of the flexibility...but cladding loads don't get into dynamic responses (I'm assuming that's where you're going with that?).
