I haven't seen this before, but my guess would be that it is "1/6 of the circumference", so 60 degrees. The tolerance is +/-0.015" as measured along a "chord". The tolerance is also "non-accumulative" meaning that each point needs to be within +/-0.015" which prevents an error of 0.03" at the second point then 0.045" at the third point, etc.
