Derivation of Tabe 10-2 of AISC Manual 2

How is Table 10-2 of AISC derived? Specifically columns 3 and 4 (the available weld strengths).

I have read the commentary written before the tables were presented and couldn't seem to get how the equations given were used. Also, it somehow mentions Table 8-8, but Table 8-8 involves a distance for eccentricity (al) and I can't find the connection between Table 8-8 with the equations given in the commentary.

The denominator portion of Equations (10-1a) and (10-1b) are derived in Section 5.4 of Design of Welded Structures by Blodgett and in the Steel Structures textbook (Chapter 13) by Salmon and Johnson. The two cited derivations are based on determining the load (or stress) in the weld. The equations in the AISC Steel Construction Manual deal with the resistance side of the equation.
