Confusion in Thickness Range in WPS & PQR

Dear friends,
my different job of 15mm,7mm,10mm thickness.I submitted one qualified PQR for thickness 45 mm.but client rejected the PQR.his comments is it not meeting the impact thickness range as per QW-403.6.Is he is correct? please explain

Yes, he is correct.
Have you even read QW 403.6 ?
Quite easy to see your minimum thickness is 16 mm which obviously doesn't cover any of your intended thicknesses,
