Concrete workmanship specifications

I am looking for a ACI or IBC reference for concrete finishes, specifically exterior concrete steps and sidewalks. IBC section 1009 details the geometric parameters, but does state anything regarding the workmanship.
Is there a workmanship parameter somewhere else in IBC? Is there a workmanship parameter in ACI? If so, please provide a section. Thanks.

PS: I am located in Western PA.

The only thing I can find is in ACI 301, Section 5.3. Article 5.3.7 covers repair of surface defects.
 
Yes, ACI has finish tolerances based on the use. Check the ACI Manual of Practice. I would give you the citation, but I don't have my reference with me at the moment.
 
ACI 117, "Specifications for Tolerances for Concrete Construction and Materials."

 
Thanks to all. I got my hands on 301, and now I need to order 117. Its hard to search online and order pdfs because they are expensive for the whole set.
