CFS Screw Shear, Pullout and Pullover Calculations 2

Using AISI S100-12 Section E4, I have bumped my brain on the combined forces limits. There are 6 limitations that must be met for the "Combined Shear and Pull-Over" equation in E4.5.1.1 to be valid. The first one and the last one eliminate most "typical" connections. The 4 limits on "Combined Shear and Pull-Out" E4.5.2 are not too restrictive.

My question is about the word "Valid". If any of the limitations for these equations are not met, that equation is not "valid". Does this mean that this limit state does not apply to my screw connection design?

As indicated in the Commentary for that section, the limits listed are consistent with the test program that developed the equation. Conditions outside of those limits are not addressed directly by the Specification. If you are close to the acceptable range, your engineering judgment (rational analysis) might conclude that the equation would still be acceptable for use. Discussion of rational analysis and associated safety/resistance factors is sat the very end of Section A1.2 of the Specification.
 
Thanks, I may choose to use a large washer for the combined pullover and shear cases.
