Battery "State of Health"

Does anybody heard of a definition of the term "State of Health" used recently in regards to battery's capability to be charged and/or discharged ?
Is there a specification for measuring it?

Actual stored ampere hours are probably the most realistic figure to go by. A battery discharge test will give you that figure. Most batteries are normally rated for a ten hour discharge rate unless otherwise specified.

How far a battery can fall in capacity before it becomes unsurvicable is a debatable point.
