Is it possible to create a static system but still allow a
constant pressure to be inputed. Someway by keeping the HGL at an unwavering position?

If the pressure coming in is equal to the pressure going out, does this occur?

I don't know anything about distribution systems, but I have to start somewhere.

If the pressure coming in is pressure coming out then ironically, there is no pressure coming in and no pressure coming out. (flow is caused because of pressure difference)

HGL and unwavering position are two expressions that I felt are vague. You can be more elaborative.
