ASME VIII Div 1 Design by Analysis 1

Under what conditions may the Design by Analysis Requirements in Part 5 of Section VIII Division 2 be used to design components for a Section VIII Division 1 Pressure Vessel?

You can't get directly there, through Div. 1. You need to get there through U-2(g).

U-2(g) said:
This Division of Section VIII does not contain rules to cover all details of design and construction. Where complete details are not given, it is intended that the Manufacturer, subject to acceptance of the Inspector, shall provide details of design and construction which will be as safe as those provided by the rules of this Division

What that means is that if there is a rule in Div. 1, you MUST follow it. If there is a specific prohibition, then you can't do an end-run around it. But, if there are no rules, then you're pretty much wide open.

Note that if you perform a Design By Analysis using Part 5 of Div. 2, you will need to use either the allowable stresses from Div. 1 (for an elastic analysis) or appropriate factors (for an inelastic analysis). (Note that the appropriate factors are not currently provided, but you would be well advised to check with Annex B of ASME FFS-1 for applicable/appropriate factors).
