Australian Standard AS4676 - Structural Design requirements for Utility Services Poles - includes an "informative" appendix on the design of piled foundations in soil, for a range of soil bearing capacities. Namely Appendix I. Footing designs for piled foundations are also tabulated.

The footing designs do not seem commensurate with designs that would result using the passive resistance of a pile in soil.
ie the lateral soil resistance in the code formula is significantly larger than the passive resistance in soil, even accounting for the spread of lateral load into the soil from a pile (i.e. even using 3*Kp as the lateral resistance to the pile).

Also, comparing to Brom's Theory in cohesive soils.
The advice in Brom's being to ignore the top 1.5D length of pile (D = pile dia.)

Any thoughts?
