API Standard 650 and 653 Sump Installation

I am wondering where I may refer to guides governing the placement of sumps to be installed in bottom of an oil tank. The issue is whether the sump position can be cut where two plates meet, or should the sump be positioned in the middle of a floor plate (to avoid possible issues of stress occuring from installation along a weld). Thanks,

To my knowledge you will not find any stipulations regarding the position of the sump relative to bottom plate weld seams, however API-650 does provide recommendations for the location relative to the tank shell.
 
I'm not aware of any limitations on sump placement versus bottom seams.

However the situation is not really any different from the bottom-to-annular plate weld where an annular plate is used.
