Analysing meteorological data to determine building Code Wind Speed

Any procedures for analysing meteological weather station data to obtain 3-second gust wind speed and 10 minute average wind speed (for use as an input to either IBC/ASCE 7, Eurocode, or NZS/AS standards for design). In a country with no building code but with many meteorological stations in a cyclone/hurricane region.

I think you'd be better off using a code from a comparably situated location. Unless your location has plenty of storm data, the weather station data is probably insufficient to develop decent statistics.

Also, what do other new buildings in your location use for the same requirement?

Interesting.....a country with no building code, but keeps great weather records. Weather stations record the maximum wind speed. In order to use IBC or ASCE 7, you would need to convert that to 3 second gust. Not sure if that's possible.
 
I would tend to use the Australian Standard, for cyclonic areas, and just make your own map of where the terrain categories apply on the islands.
 
May want to check UFC 3-301-01 before getting too far. They have wind and seismic design information for US military installations all over the world. If there's one nearby, may be able to justify using it.
