AISC Table J2.5 - Tens/Comp Parallel to Weld Axis

In the AISC 16th manual, page 16.1-131, Table J2.5, the second-to-last heading box gives the load type and direction relative to weld axis as:

"Tension or compression - parallel to weld axis"

The available strength listed for this case is:

"Tension or compression in parts joined parallel to a weld is permitted to be neglected in design of welds joining the parts."

What in the world does this mean? How can I just neglect the load in the parts when designing the weld? What load do I design the weld for then? I will probably need a picture/sketch to understand what's going on here...

Loads parallel to weld axis are mainly borne by the constituent parts themselves. The weld itself doesn't really do much to resist sigma_parallel (see below picture).
