AGA 3 / API 14.3 Basic Question 1

What is the difference between AGA 3 and API 14.3? After reading the "Scope" section, it seems that they are pretty much the same.

I was told (by a vendor) that the difference is that AGA 3 is for custody transfer and API 14.3 is for non custody transfer.

Any insights?

The cover of AGA 3 identifies the document as: AGA Report No. 3, API 14.3 and GPA 8185-90. These documents are one and the same.
