1979 UBC Basement Definition

Shot in the dark- but if anyone has a copy of the 1979 UBC could you please post the definition of 'basement'? I'm dealing with an Architectural Review Board that has thisdefinition basement requirement in the design guidelines

1979 UBC Part II, Chaptger 4, page 39:

"BASEMENT is any floor level below the first story in a building, except that a first floor level in a building having only one floor level shall be classified as a basement unless such floor level qualifies as a first story as defined herein."
