Sensaphone has a couple of units that do this. The 2000 and 3000. The 2000 is monitoring only. The 3000 is control also. The 2000 is reasonably priced and they claim it will E-mail. I have their config software and a copy of the manual somewhere on or near my desk. They have a web page.
