As I read, the paragraph is not specifically for P11 materials. It says that for P11 materials , the rules are additional to some XXX rules of section IX. For your other query, you keep looking.
I can definitely say that your approach would not be conservative. I suggest you use small span and Z factor(defined in UG 34) as correction for rectangular shape.

As per my understanding, the thrust will always act whether upstream piping is straight or curved. The same concept you can see in appendix 2 caluclation of flange(Hydro static end force).

This is can be used for non Hemisphercial heads only. Incase of Hemi sphercial heads 0.85 joint efficiency to be used; I just referred the code.
