First dimension the part e.g. from an edge to the circle - be sure to select the circle and not the centre point/centre mark.
Then right-click the dimension, and choose properties. There is an option near the bottom of the box that allows you to select CENTRE/MIN/MAX arc condition.

Not being smart, but why are you using SP0? SP2.1 is out and may be worth installing.
Also, im my opinion I believe the more advanced 3D packages become the greater the gap between DXF and 3D packages will be - this may be one of the reasons for the differences.

Yeah, that looks good, but you need to be careful - for example, if you have a part number starting with a zero (0), when you paste it into Excel it sees it as a number and deletes the zero. Still deserves a star.

Do you paste the text as a note or just paste it directly onto the sheet?
You should be able to copy all the text (CTRL+A then CTRL+C in WORD). Then switch over to SolidWorks, start a new NOTE and paste the text into this note. You can then change text heights etc.
